PHP 7 composer ssl required for SSL/TLS protection.

archlinux 上安装composer

出现如下错误提示

The openssl extension is missing, which means that secure HTTPS transfers are impossible.
If possible you should enable it or recompile php with --with-openssl

得到问题所在

OpenSSL support => disabled (install ext/openssl)

现在的问题是，我要如何启用cli的ssl。php.ini中是启用了ssl，依据官方的说法，可能需要添加一个文件php-cli.ini，无果而终。
